HS Codes - HS Code Reference Guide EAEU 2017 / 2018
From January 1, 2012, in accordance with the EurAsEC Customs Union Commission's Decision No. 850 of November 18, 2011, "On the new version of the Unified Commodity Nomenclature of Foreign Economic Activities of the Customs Union and the Unified Tariff of the Customs Union," the classifier of the Commodity Nomenclature of Foreign Economic Activities of the Customs Union (HS Codes classifier) is used.
The Commodity Nomenclature of Foreign Economic Activities is based on the Harmonized Commodity Description and Coding System of the World Customs Organization and the unified Commodity Nomenclature of Foreign Economic Activities of the Commonwealth of Independent States.
The Commodity Nomenclature of Foreign Economic Activities is approved by the Customs Union Commission.
Decisions to amend the Commodity Nomenclature of Foreign Economic Activities are made by the Customs Union Commission based on proposals from customs authorities in the prescribed manner.
The technical management of the Commodity Nomenclature of Foreign Economic Activities is carried out by the executive authority of the Russian Federation authorized in the field of customs affairs (the Federal Customs Service of Russia).
The Federal Tax Service uses the HS Codes classifier in the AIS "Nalog" system, obtained from the Federal Customs Service of Russia in accordance with the protocol of information interaction between departments, and makes it available to tax services of the Republic of Belarus and the Republic of Kazakhstan. The HS Codes are also used by taxpayers in the Customs Union member states when filling out the application for goods import and indirect tax payments.
Classification of HS Codes 2017 / 2018 - Product Codes
The HS Codes classifier is available in four text files (DOS encoding), according to the classification levels of goods:
- "HS Code Sections" - (TNVED1.TXT);
- "HS Code Groups" - (TNVED2.TXT);
- "HS Code Positions" - (TNVED3.TXT);
- "HS Code Subpositions" - (TNVED4.TXT).
